Ukraine has officially refused to negotiate with Russian President Vladimir Putin.

Axar.az reports that the President of Ukraine Volodymyr Zelensky signed a decree in this regard.

According to the decree, the decision of the National Security and Defense Council dated September 30 confirmed the impossibility of conducting negotiations with Russian President Vladimir Putin.
