Civilians are being armed in Khankendi -

Images showing the arming of civilians in the city of Khankendi of Azerbaijan have been released.

Axar.az reports that Armenian Telegram channels shared images about this.

In the footage, a man in civilian clothes can be seen with an assault rifle on his shoulder.

It is likely that the other party violated all international norms provided weapons to civilians and planned to use them for provocation purposes.
