Member of the Parliamentary Committee on Defense, Security and Combating Corruption, Human Rights Committee, MP Hikmet Babaoglu's interview with Axar.az on the Moscow meeting of the Foreign Ministers of Azerbaijan and Armenia:

- What is your opinion on the results of the Moscow talks on the settlement of the Karabakh issue between the Azerbaijani and Armenian foreign ministers?

- It should be taken into account that in Moscow, a separate meeting of the Russian-Azerbaijani-Armenian foreign ministers was initially held, and only then the 2 + 3 format negotiations with the participation of the OSCE Minsk Group co-chairs were held. This means that in the first meeting, Russia, acted as a neighboring state with important strategic relations with Azerbaijan and Armenia and at the second meeting Russia was the co-chair of the Minsk Group. Russia's participation in both meetings is an interesting event and should be analyzed separately. In addressing this issue, we are again witnessing Russia's broader capabilities in solving the Nagorno-Karabakh problem and we witness that in fact this capabilities acknowledged by Moscow also.

- Azerbaijani Foreign Minister Elmar Mammadyarov said that during the meeting, Russia, the co-chairs, Azerbaijan and Armenia made some proposals. What can these suggestions be?

- Azerbaijan talked about the liberation of our territories and the return of internally displaced persons, and the Armenian side talked about the status and security. f we consider these four important components conceptually and take them as the key point in solving the problem, we will see that it is difficult to speak of any suggestions that can give a serious impetus to the solution of the problem. In other words, for many years, the parties are unable to approach their positions because they think like this all the time. Therefore, Armenia should be strictly reminded that first of all, the occupation must be abandoned and the seven regions should be immediately returned to Azerbaijan. Only after that, the mutual trust and other security issues can be discussed as a solution to the Nagorno-Karabakh problem. Unfortunately, neither the co-chairs nor the international community do this, they do not pressure Armenia. Therefore, the proposals are based does not go beyond such issues like security measures on the contact line and the creation of conditions for people dealing with agriculture, and so on.

- How do you see the further developments in the processes that go around Karabakh?

- Having a meeting in Moscow shortly after the Vienna meeting, talking about a new meeting immediately after that meeting, and announcing that the OSCE Minsk Group co-chairs will hold another meeting will allow us to say that the new dynamism is in the negotiation process. Strengthening security measures on the contact line and talking about some humanitarian steps that can create mutual trust, in the statement of the co-chairs, but the lack of concrete ideas regarding the solution of the problem creates an impression that this dynamism can pass into a passive phase without realizing a single stage which is unacceptable. Azerbaijan is already thinking about that it's time to solve the problem, and is ready to take the most decisive steps from both military-economic and political-diplomatic sides.
