I do not think that the incident in Tovuz yesterday happened for a special reason.
Axar.az reports that the statement came from Paul Goble, a former adviser to the US Secretary of State, commenting on the Armenian provocation in the direction of Tovuz. According to the expert, instead of linking it to a specific event, it should be seen as an attempt by one of the parties to check the reaction of the other:
"What matters now is how everyone reacts to what is happening. If both Baku and Yerevan conclude that Moscow has changed its position, the situation will either calm down quickly or rise to the level of the clashes we saw a few years ago."
According to Goble, the main focus in this matter is not what Turkey says, but what Moscow says.
