The 4th Baku Security Forum, themed “New Challenges in Global Security Architecture and the Formation of Effective Cooperation Mechanisms Against Terrorism,” has kicked off in Baku.

Axar.az reports that the forum is organized by the State Security Service of the Republic of Azerbaijan, with the participation of heads and high-ranking representatives of international organizations, as well as special services and security agencies from more than 100 countries.

Following the official opening of the event, an address by President of the Republic of Azerbaijan Ilham Aliyev to the participants of the forum was read out.

Addressing the event, Colonel-General Ali Naghiyev, Chief of the State Security Service, welcomed the participants to Baku once again and hailed the continued development of the forum, which was established at the initiative of the President and has expanded its scope from year to year.

During the initial discussions, it was emphasized that the international forum held in Baku serves as a pivotal platform for dialogue among special services and security agencies. The participation of nearly 600 high-ranking representatives demonstrates the expanding geographical scope of the sustained dialogue on global threats that began as part of the forum in 2023. It also creates wide opportunities for comparing national experiences, fostering professional ties, and seeking joint solutions.

The extensive participation of heads of partner institutions reflects the confidence placed in the Baku platform and enhances the prospects for turning discussions into practical cooperation.

It was also noted that, despite differences in political approaches, the forum is important in promoting cooperation and maintaining channels of communication to address shared threats. The international security system is undergoing transformation, with terrorism, transnational crime, irregular migration, drug trafficking, and cybercrime on the rise. It is impossible to tackle transboundary challenges alone. Therefore, reliable partnerships are essential.

Security is not limited to the protection of borders. Energy, transport, banking, water resources, communications, and the information space are also important components of the resilience of state services.

At the same time, it was highlighted that global competition over cyber capabilities, artificial intelligence, and space systems is intensifying. Military expenditures and conflicts significantly impact regional processes, energy and food security, creating favorable ground for terrorism.

Crises in any region of the world can rapidly evolve into global security threats. The assessment of risks and threats in their interconnectedness at the Baku Security Forum helps countries become better prepared.
