In accordance with the Law of the Republic of Azerbaijan "On intelligence and counter-intelligence activities" and its regulations, the subjects of intelligence and counter-intelligence activities have changed.

Axar.az reports that this was reflected in the decree of President Ilham Aliyev "On determining the scope of authority, division of duties and rights of the subjects of intelligence and counter-intelligence activities, powers to implement intelligence and counter-intelligence measures".
