The head of state said that this was a long process:

Therefore, based on our own strength, we had to create economic opportunities so that we would have financial opportunities. We had to create a strong army, and we did that. We had to equip our army, and we did that. Regular work was underway to increase the combat capability of our army. Of course, the upbringing of the younger generation. We raised young people who were patriotic, loyal to the state and the people. After 30 years, they fulfilled their historical mission with honor and showed great heroism both during the Second Karabakh War and during the anti-terrorist operation. You know, now many foreign universities study our successful operation.”
