Axar.az reports the statement came from Oleksiy Arestovych, Advisor to the Head of the Office of the President of Ukraine, in response to a question from Azerbaijani journalist Idrak Jamalbeyli.

Arestovych also said that Azerbaijan's position on humanitarian aid is clear:

"The position on humanitarian aid is also clear. As for military assistance, the Azerbaijani state must decide on it. Because the situation in Azerbaijan is not so simple. Of course, they (the Azerbaijani government - ed.) Must think about the security of their citizens and borders, as well as the challenges ahead.
