Axar.az reports that this was said by Armenian blogger Roman Baghdasaryan.

"This is accurate information because Azerbaijan remembers Ruben Vardanyan's video appeal well. I'm telling you this so you know he's not getting out of jail. Because Ruben Vardanyan threatened the neighbouring country and said that he would organize "Nemesis" and kill Azerbaijan's diplomats all over the world. Therefore, Aliyev will not let Ruben go under any circumstances. If Aliyev releases him, it will mean that Vardanyan will fulfil his threat regarding Azerbaijani officials," Bagdasaryan said.
