Tokayev removes Nazarbayev’s special foreign policy right

Kazakh President Kassym-Jomart Tokayev has removed a provision granting former President Nursultan Nazarbayev a lifelong right to make initiatives on key foreign policy issues.

Axar.az reports, citing Kazakh media, that Tokayev signed a decree on Aug. 14 amending Kazakhstan’s Foreign Policy Concept for 2020–2030.

The document was published in the country’s legal information system.

The changes remove Nazarbayev’s name and his former title of “Elbasy,” or “Leader of the Nation,” from a provision concerning continuity of the foreign policy course pursued under his leadership.

The provision had granted Nazarbayev, citing his “historic mission,” the right to address the public, state bodies, and officials with initiatives on major issues of state-building, domestic and foreign policy, and national security.

The amendments effectively remove the special provision that had preserved separate powers for Nazarbayev in state and foreign policy matters.
