Former head of Georgia’s State Security Service (SSG) Grigol Liluashvili has been sentenced to 13 years in prison after being found guilty on four counts of bribery.

Axar.az reports, citing Georgian media, that Liluashvili was convicted of accepting $1 million from Turkish investor Cagatay Ulker in October 2022 in exchange for lobbying for the construction of wind power plants.

He was also found guilty of receiving 1.5 million Georgian lari ($1.5 million) in February 2022 from Giorgi Khazhalia, founder of Express-Service 2008, in exchange for facilitating gasification tenders.

The other charges involved providing protection to fraudulent “call centers” between 2021 and 2023, for which he received $1.365 million, and operating a bribery-funded protection scheme for Kakha Gvantseladze, former director of Tbilisi City Hall’s Kindergarten Management Agency.

Liluashvili headed the SSG for more than five years before his arrest on December 23, 2025. His pre-trial detention was due to reach the maximum nine-month period on September 23 if the verdict had not been issued.
