A bill restricting the right of Russian and Belarusian citizens to purchase real estate in Estonia has been approved by a parliamentary committee and sent to the first reading.

Axar.az reports, citing Estonia’s ERR, that the bill was approved by the parliamentary Rural Affairs Committee. Committee chairman Urmas Kruuse said the amendments were prompted by the changing security situation.

“Real estate must not become a channel through which Estonia’s security interests can be harmed. The bill improves the state’s ability to prevent such risks and helps avoid situations where existing restrictions are circumvented through companies,” Kruuse said.

The proposed restrictions would apply to Russian and Belarusian citizens who do not hold a long-term residence permit in the EU or permanent residence rights in Estonia. They would also cover legal entities and companies whose ultimate beneficial owners are Russian or Belarusian citizens.

The restrictions would not affect property already purchased or the right to reside in Estonia. Those affected would still be able to rent property but would no longer be allowed to purchase real estate.

The bill is scheduled for its first reading on October 14, with the proposed law set to enter into force on January 1, 2027.
