Russia considers emergency culling of over 100,000 bears

Russian regions are considering emergency measures to cull around 100,000 bears, with hunters potentially receiving up to 35,000 rubles for each animal killed.

Axar.az reports, citing the Mash Telegram channel, that the measures are being discussed amid a rise in bear attacks. According to Russia’s Ministry of Natural Resources, 59 people have been injured in bear attacks in 2026, with six deaths reported in Krasnoyarsk Krai.

Under current rules, a bear hunting permit is valid for 30 days. Authorities are considering abolishing the permit fee of about 5,000 rubles and extending the system so that population-control hunts would be free for hunters. They would instead receive between 15,000 and 35,000 rubles per bear, depending on the region.

The new rules could take effect within the next 10 to 30 days in Buryatia, Tuva, Irkutsk Oblast, Krasnoyarsk Krai, Yakutia, Magadan Oblast and Kamchatka.

The proposed measures follow several recent bear attacks, including fatal incidents involving people in Irkutsk Oblast, Krasnoyarsk Krai and Tuva.
