Alkhanli incidents show that negotiations, diplomatic and political mechanisms do not work anymore.

It was said by Russian politician Grigory Tofimchuk in his statement with Axar.az. According to him, it already became impossible to control the Karabakh war.

"Tragedy chain in Karabakh started to elongate in recent years and one more and one more ring is added into this chain. This chain should be calculated not starting from April of 2016, but August of 2014. Exactly on this date first serious fight was observed during 20 years long ceasefire. I want to note that it started after Ukrainian war. At this time every conflict - including Karabakh conflict reached horrific dynamic.

I talk about it quite often and will repeat it today also. After April of 2016, February, May, June and know July incidents happened which caused the death of civilians. If nearly all months included in military chronicles, isnt't it war then?

These incidents also show that negotiations, diplomatic and political mechanisms do not work anymore. They did not work when dozens of servicemen died and they won't work for the death of two civilians. It became obvious again.

But what are real negotiations? It is such a regime in which you should not only note violations but also present concrete side or country as a responsible one. There is nothing like that today.

The main proof of the non-working negotiation mechanisms is the claim of responsibility by sides for attacks. During the ceasefire, only rivals exist, but in war enemies replace them. This is what we see in Azerbaijani-Armenian conflict. War will not be called April fights anymore. Now, this war can happen every time - in January, October, March and etc.".
