Axar.az reports that the statement came from Armenian Ombudsman Arman Tatoyan.

"The passivity of democratic institutions and, first of all, the parliament has a negative impact on the peaceful settlement of the situation. This forces the development of events to go beyond democratic institutions and increase tensions," he said.
