Axar.az reports that the statement came from the head of the Armenian Parliament's Legal Affairs Commission Vladimir Vardanyan.

"Victory has a thousand fathers, and defeat is always an orphan. I do not think this is a defeat. I think in the current situation we have managed to achieve what is possible," he said.
