The Ukrainian army is able to liberate the occupied cities of the Donbas but did not do so due to the possibility of heavy casualties.

Axar.az reports that the statement came from Secretary of the National Security and Defense Council of Ukraine Alexei Danilov. He said the Ukrainian army was 100% ready to defend the country. According to him, the decision to launch operations in the Donbas is extremely high.
