Axar.az reports that the statement came from Pakistani Prime Minister Imran Khan.

"The right time for a political solution in Afghanistan was when 150,000 NATO troops were in the country. NATO announced that it would leave Afghanistan after reducing the number of troops to 10,000. The Taliban saw this as a victory. The best solution is a political agreement involving the parties," Khan said.
