Axar.az reports that this was said by Mikhail Podolyak, adviser to the head of the Office of the President of Ukraine.

"The first component is bureaucracy. In particular, you have to sign a certain number of documents related to how we will use the weapons, how we will buy them, where we will deliver them.

Another problem is the amount of these weapons in stockpiles. They need to be filled, because no one has collected as much money as Russia," Podolyak said.
