Putin's announcement of partial mobilization in Russia indicates the weakness of the position of Russian troops in the war in Ukraine.

Axar.az reports that State Secretary Anthony Blinken said this.

"Just as Putin has demonstrated his own weakness, he has also demonstrated the weakness of his country and his troops. The call to increase Russian military forces in Ukraine reflects Russia's struggle on the battlefield and that President Putin operates from a position of weakness, not strength," said Blinken.
