The only legitimate authority is Verkhovna Rada

Under the current circumstances in Ukraine, the only legitimate authority is the Verkhovna Rada and its speaker, a position currently held by Ruslan Stefanchuk.

Axar.az reports that Russian President Vladimir Putin stated this.

"The Ukrainian Constitution provides for the extension of the Verkhovna Rada's powers. However, it says nothing about extending the president's powers due to martial law," Putin said.

Putin referred to Article 111 of the Ukrainian Constitution:

This article states: 'In this case, the powers of the highest authority, effectively the president's powers, are transferred to the speaker of the parliament, especially considering the conditions of the martial law, which extend the powers of the parliament.'
