According to information, in 2019, Belkov, who headed the General Military Construction Department for special forces, organized the purchase of a tomograph for 121 million rubles instead of 76 million rubles for the diagnostic and treatment center of the Ministry of Defense. He transferred part of the profit to his friend Yelena Lyakhovich, the founder of "Partner Plus" LLC, who was contracted to supply the equipment.

The criminal case was opened in July 2023, and in October of the same year, Lyakhovich and his chief accountant Viktor Bilko were detained. Belkov was previously interrogated as a suspect in this case. The investigation is expected to demand his arrest from the court in the near future.

The publication notes that other allegations may be made against Andrey Belkov. Because his work was supervised by Timur Ivanov, the former Deputy Minister of Defense, who was arrested in April on the charge of taking a large bribe.
