Axar.az reports that this was stated by the spokesperson for the Russian Ministry of Foreign Affairs, Maria Zakharova, in response to a question from an Armenian journalist during a briefing.

It should be noted that the Armenian journalist asked, "Why is it that French President Macron can have the ban on the entry of Murad Papazyan, co-chair of the Armenian Organizations Coordination Council, lifted, but Moscow fails to lift similar bans on ethnic Armenians who are Russian citizens?"
