Preliminary negotiations are needed to rearm Ukraine and put pressure on Russia.

Axar.az reports that this was stated by Finnish President Alexander Stubb at the Munich Security Conference.

"The first stage is preliminary negotiations. The stage where we need to rearm Ukraine and put maximum pressure on Russia means that Kyiv will start these negotiations from a strong position. We do not know how long this will take. A ceasefire is often confused with a peace process," Stubb said.

He added that if Russia attacks again, Ukraine will automatically be accepted into NATO.
