Shoigu: Ukraine’s constitution blocks peace talks

What difficulties does Ukraine have? Ukraine's main difficulty is its constitution. Their constitution prohibits any negotiations regarding changes to territorial integrity.

Axar.az reports via TASS, Russian Security Council Secretary Sergei Shoigu made this statement while warning about the difficulties Kyiv faces in reaching peace agreements.

He also identified another issue—the "legitimacy of power" in Ukraine—emphasizing the need to determine with whom negotiations can be conducted. The Security Council secretary also recalled the existence of a "ban imposed by Volodymyr Zelensky on himself from engaging in negotiations."

According to Shoigu, resolving all these issues is necessary to reach agreements.
