Lyova Henrikhi Mnatsakanya, born in 1965, illegally came to the territory of the Republic of Azerbaijan and served as the so-called "Defense Minister of the Karabakh Republic" from 2015 to 2018, as a result of the vigilance of the employees of the State Border Service at the exit point of the "Lachin" state border on September 29, while trying to move in the direction of Azerbaijan to Armenia was stopped.
