Former minister discusses Iran's ambiguous stance

The opening of the corridor aligns with the interests of not only Russia but also Azerbaijan, Turkiye, and the USA. Initially, the European Union had made positive statements regarding this matter. There was also the idea that they would financially assist Armenia on this issue. It seems that Iran is the only party opposing the corridor.

Axar.az reports that these remarks were made by former foreign minister Tofiq Zulfugarov when commenting on the recent activation of certain powers regarding the Zangezur corridor.

The political scientist noted that it is difficult to understand the specifics of Tehran's position: "Sometimes it is said that the corridor should not be under the control of external forces. In fact, since 1992, this area has been under the control of Russian border guards, and we have not faced any objections from Iran regarding this. Another position expressed is that Tehran supposedly opposes the 'Turkish-NATO corridor.'"

Zulfugarov emphasized Russia's active role regarding the Zangezur corridor: "The Kremlin wants the Russian Federal Security Service to control this corridor. Due to different positions, discussions on this matter continue."

He also commented on reports that Russia supports Iran's position on communication matters: "It is interesting: which aspect of Iran's position is Russia supporting? There is no information on this. Therefore, let’s wait and see what the outcome will be! Eventually, negotiations will adapt to the positions of other countries. Because Iran has no grounds for objection."

The political scientist noted that in Iran, the corridor issue is more related to internal political matters: "The corridor is used as a pretext. Currently, various forces leading Iran are competing with each other in forming a new administration. The position of the IRGC is often highlighted in this matter. However, you know that the IRGC has faced criticism after the killing of Haniyeh in Tehran. To change the agenda, the Zangezur corridor issue has been brought to the forefront. In this regard, I assess the overall process positively. Practically, the opening of the corridor is becoming more realistic."

Referring to Russian Security Council Secretary Shoigu's visits to Iran in August and September, and Iranian Security Secretary Ahmadian's trip to St. Petersburg, the expert stated that the agenda of these discussions is quite broad: "Russia is interested in acquiring some weapons from Iran. On the other hand, there are reports that Russia promised to provide Iran with certain technologies that it lacks. This includes some missile technologies. Iran is deprived of certain technologies and places great importance on this topic. As a result, Russia is interested in utilizing its position to acquire these technologies. It is possible that the Zangezur topic is being used as a bargaining chip by Iran in this matter. Overall, Iran's influence on these processes is very limited. In diplomatic negotiations, Iran will agree to display a different position on this issue."
