During the occupation, Armenians conducted a policy of illegal settlement in Lachin.

Axar.az reports that President Ilham Aliyev said this when receiving Masim Mammadov in connection with the appointment of the President's special representative in the Lachin district, which is included in the Eastern Zangezur economic district.

The head of state said that Armenians who lived abroad were brought to the city of Lachin and several villages and settled there:

"This is considered a war crime according to all international conventions. Unfortunately, the Armenian state has not yet been brought to justice for this war crime."
