President Trump’s advisers Jared Kushner and Steve Witkoff secretly drafted a 28-point plan to end the war in Ukraine, developed after meetings with a Russian envoy and with Trump’s approval. The plan, based partly on understandings from Trump’s summit with Putin, proposed major concessions, including Ukraine giving up more territory.
Axar.az, citing Axios, reports that the plan was brought to Ukraine in mid-November by U.S. Army Secretary Dan Driscoll, who was suddenly tasked with presenting it directly to President Zelensky.
Zelensky listened to parts of the plan by phone during earlier talks in Miami between Witkoff, Kushner, and Ukraine’s national security adviser Rustem Umerov.
When Axios revealed the plan’s existence, European and Ukrainian officials reacted with shock. Trump demanded that Ukraine sign it by Thanksgiving, escalating pressure on Kyiv. Zelensky warned Ukrainians that rejecting the plan could cost the country U.S. support.
Confusion and internal disagreement followed inside the Trump administration. Secretary of State Marco Rubio pushed to walk back the urgency, rebranding the 28 points as a “framework,” not a final proposal.
Talks in Geneva between U.S. and Ukrainian delegations were tense but continued. Despite public statements of progress, Trump accused Ukraine of ingratitude. A possible Trump–Zelensky meeting is being considered, but no date has been set.
