The Council of Europe Committee against Torture (CPT) has been allowed to visit Azerbaijan after a two-year hiatus.
Axar.az reports that it has obtained information from the Council of Europe.
According to the information, the officials of the organization visited Azerbaijan between September 22 and October 3.
The main purpose of the visit was to inspect the conditions of detention and treatment of persons under the control of law enforcement agencies, as well as the situation of persons detained in prison institutions.
During the visit, the Committee members visited a number of pre-trial detention centers and temporary detention facilities of police departments.
The delegation also examined the treatment, conditions, and legal guarantees provided to persons detained in psychiatric institutions.
The visit was also an opportunity to review the measures taken by the Azerbaijani authorities in response to the recommendations made by the Committee following previous visits.
During the visit, the delegation held consultations with Deputy Minister of Justice Togrul Huseynov, Deputy Minister of Internal Affairs Ogtay Karimov, and Deputy Minister of Health Nadir Zeynalov, as well as other senior officials of the aforementioned ministries, the police, and the Penitentiary Service.
Later, meetings were held with prosecutors of the Prosecutor General's Office, employees of the Police Academy, and members of the National Preventive Group of the Office of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan.
At the end of the visit, the delegation conveyed its initial observations to the Azerbaijani authorities.
According to the information, the CE officials visited the Temporary Detention Facility of the Main Organized Crime Control Department, Baku, Binagadi District Police Department and Temporary Detention Facility, Baku, Narimanov District Police Department and Temporary Detention Facility, Baku, Nasimi District Police Department and Temporary Detention Facility, Baku, Sabail District Police Department and Temporary Detention Facility, Baku, Yasamal District Police Department and Temporary Detention Facility, Ganja District Police Department, and the Temporary Detention Facility of the Yevlakh District Police Department.
It should be noted that in the last two years, due to the tension between Azerbaijan and the Council of Europe, officials of the aforementioned committee were not allowed to enter our country.
