The Azerbaijani National NGO Forum has stated that the killing and violence against Azerbaijanis in Russia is due to their ethnicity.

"We, as the voice of Azerbaijani civil society, have recently observed that the killings and violence against Azerbaijanis in Russia due to their ethnicity have become systematic, and we condemn this with indignation.
The killings and violence committed against Azerbaijanis in Yekaterinburg on June 27, 2025, without a trial, are an example of ethnic and religious intolerance, racial discrimination, and fascism.
Facts, objective analysis, and numerous evidence show that such crimes against Azerbaijanis are often sanctioned with at least the tacit consent of official Moscow.
The Republic of Azerbaijan has always demonstrated its commitment to the policy of good neighborliness, friendship, and partnership with Russia. This position is confirmed by the maintenance of Russian departments in state educational institutions in our country, the development of strong cultural ties with Russia, the free operation of Russian schools, theaters, cultural centers, special attention and care shown to the Russian community in Azerbaijan, as well as the implementation of consistent measures aimed at the development of mutually beneficial economic cooperation. We also appreciate the strong condemnation of the Russian community of Azerbaijan by the Russian authorities in Yekaterinburg.
We call on the Azerbaijani state to reconsider cooperation and relations with this country in all areas in the current situation, when the Russian Federation continues its policy of threats, intimidation, and blackmail against Azerbaijanis. In this regard, we appreciate the cancellation of cultural events, including concerts, festivals, performances, and exhibitions, planned to be held in Azerbaijan by state and private enterprises with Russia.
The fact that the perpetrators have not been identified and prosecuted to this day in connection with the AZAL plane shot down over Russian skies at the end of last year shows that the Russian authorities are not interested in solving these terrible crimes. We demand transparency, justice, and mutual respect.
The latest criminal act that took place in Yekaterinburg not only shakes the Safarov family, but also the whole of Azerbaijan. Each of us considers ourselves one of the Safarovs."
