During the three years since the complete and decisive victory of Azerbaijan in the Second Karabakh War, Armenia has avoided fulfilling its obligations under the November 10 trilateral statement. The presence of Armenian armed forces in the Karabakh region continues to pose a serious threat to regional peace and stability.
Axar.az reports that Kamaleddin Qafarov, a deputy of the VI Convocation National Assembly, stated this.
Qafarov recalled that in the summer of 2023, the Azerbaijani Army's positions were systematically fired upon by these armed groups using various types of weapons, continuing the mining of our territories, and strengthening their positions with new military-engineering constructions, personnel, armored vehicles, artillery, and other weapons, significantly escalating tensions.
"These groups' sabotage units are increasingly expanding their reconnaissance activities against the Azerbaijani Army's divisions, infiltrating deeper into our positions, and re-mining cleared areas and civilian roads for terror-sabotage purposes, resulting in casualties among both military personnel and civilians. Although our country repeatedly appealed to both Armenia and international organizations regarding the necessity of removing Armenian armed forces from the Karabakh region from 2020 to 2023, the other side not only failed to fulfill this obligation but also intensified its armed provocations against our country. All this was, of course, completely unacceptable. The Azerbaijani state had both the capacity to prevent such situations and the legitimate right to do so."
The deputy added that although Azerbaijan was the party subjected to occupation, it did everything possible over three years to resolve the tensions in Karabakh, ensure the reintegration process that would allow Azerbaijanis and Armenians to coexist, and find a solution through bilateral negotiations.
"However, all of our peace calls went unanswered. Instead of appreciating Azerbaijan's humanitarian calls, the Armenians were busy increasing their personnel, acquiring new weapons, and committing provocations. The situation reached a point where separatists in Karabakh did not abandon their claims for independence, elected their puppet 'presidents,' and made statements against the Azerbaijani state on behalf of their fictitious 'parliament.' On September 19, 2023, Armenian armed forces once again carried out a series of large-scale military provocations and terror attacks. On that day, as a result of the next terrorist act by the illegally stationed Armenian armed forces in the Karabakh region, two civilian employees were killed in Aghdam and Shusha, respectively. The strengthening of the combat positions of the illegal Armenian armed groups and bringing their units to a high level of combat readiness was identified by the Azerbaijani Army's units. To prevent all these provocations, ensure the implementation of the trilateral statement, and restore the constitutional order of the Republic of Azerbaijan, local anti-terror measures were initiated in the region. As a result of the operation, which lasted only 23 hours, Armenian separatists were forced to raise a white flag. On September 28, the leader of the separatist regime in Karabakh, Samvel Shahramanyan, signed a document regarding the dissolution of the fictitious regime. Thus, as a result of anti-terror measures carried out in less than 24 hours, the Armenian army, which was illegally stationed on Azerbaijani territory, was completely disarmed and left the country. The illegal junta regime in Karabakh was dissolved, and the main leaders of the separatists were arrested, ensuring Azerbaijan's state sovereignty. Azerbaijan's one-day anti-terror operation concluded with the raising of our tricolor flag in Khankendi, Khojaly, Aghdere, Khojavend, and Asgeran, fully restoring our territorial integrity and sovereignty."
