There is no de facto conflict between Azerbaijan and Armenia on the ground.
Axar.az reports Armenian Foreign Minister Ararat Mirzoyan said this during a panel discussion on "Challenges and Opportunities for Regional Cooperation in the South Caucasus" at the Antalya Diplomacy Forum.
The Armenian minister proposed signing the Minsk Group's dissolution alongside the peace agreement.
"These structures can be dissolved when there is no conflict. The interesting question is whether we have a conflict or not. On the ground, there is no de facto conflict. On paper, we do not have an agreement on the signed and ratified restoration of peace and intergovernmental relations. The solution is clear to us – we must sign an agreement. We must institutionalize the end of the conflict, and if you wish, we can dissolve the Minsk Group on the same day, 10 minutes apart. One document after the other. I do not even specify which document should be signed first," Mirzoyan added.
