Compared to last year, Azerbaijan rose three positions in the ranking, moving from 90th place with an index of 0.233 to 93rd place with an index of 0.123. This places Azerbaijan among the world’s safest countries in terms of terrorism risk, based on a possible scale of 1 to 100.

The GTI ranking is based on multiple factors, including terrorist incidents, fatalities, severity of attacks, hostage situations, counter-terrorism efforts, and the effectiveness of terrorism investigations.

Published periodically by the Institute for Economics and Peace (IEP), the Global Terrorism Index serves as a reference for the United Nations, the OECD, the World Bank, and other international organizations and academic institutions. The report is also widely used by countries to assess security risks when considering foreign investment in their economic infrastructure.
