Kyiv says Russian citizens will face entry restrictions

Ukrainian Foreign Minister Andrii Sybiha has said that Russian citizens will not be allowed to enter Ukraine freely even after the war ends, stressing that strict security and verification procedures will remain in place due to ongoing security risks.

Axar.az reports, citing RBC-Ukraine, speaking at a joint press conference with Slovak Foreign Minister Juraj Blanar, Sybiha said Russia will continue to be treated as a hostile state.

“For us, Russia is a hostile country, an aggressor state. A Russian citizen cannot enter Ukraine without a special permit, a visa, or verification or filtration by all our relevant services,” he said. “Therefore, I do not see such a threat at this time.”

He added that Ukraine will maintain and further develop restrictive entry procedures for Russian nationals after the conflict ends.

“Special restrictive procedures will be applied to Russian citizens, which are already being developed and implemented,” Sybiha said.

His remarks come as European countries continue to tighten border security in response to Russia’s war in Ukraine, including expanded military planning in Germany and reinforced border defenses in the Baltic states.
