Most elements of peace have been agreed upon

Although international participation in the peace talks in recent months has been more limited than in the previous two years, we are pleased to note the progress achieved in the Armenia-Azerbaijani bilateral meetings.

Axar.az reports that Toivo Klaar, the special representative of the European Union (EU) for the South Caucasus, said this in an interview with Report.

He said that the Joint Statement of COP29 of December 7, 2023, the border agreement of April 19, 2024, which reaffirmed the importance of the release of prisoners or the Almaty Declaration of 1991 as the basis for border delimitation work, and the subsequent delimitation and welcomed positive developments such as demarcation:

"All this has created a favorable ground for the conclusion of the long-awaited peace agreement, and according to my observations, the parties are now closer than ever to an agreement that can be signed very soon with the political will.

The fact that this spring has been one of the quietest periods in the region in recent decades should also be welcomed. I believe that the parties are on the right track. I hope that positive developments will continue and that further concrete agreements and other confidence-building measures will be reached soon. Most of the elements of the peace agreement have already been agreed, and I think the remaining issues can be easily accepted. As always, the EU stands ready to support the process in any way that the parties find useful, whether by facilitating or hosting the meetings of the parties, or with the favorable opportunities created by peace to build a more cooperative and connected South Caucasus after the signing of the peace agreement." .
