Pashinyan believes that any delays in signing the peace agreement pose risks for Armenia.
Axar.az reports Russian political analyst Yevgeny Mikhailov stated this in an interview with "Moscow-Baku" while commenting on the Armenian prime minister’s latest remarks regarding the conditions for amending the country’s constitution at Azerbaijan’s request.
“He understands that signing the agreement also carries personal risks for him—his hold on power and the risk of destabilization in the country. The Armenian prime minister, caught between these two extremes, realizes that it’s better to maintain a strategy of delaying the signing of the peace agreement with Baku and the constitutional amendment process.
Pashinyan’s statements that if the Constitutional Court of Armenia does not approve the peace agreement, he will personally initiate a referendum to amend the Constitution sound rather unconvincing and, essentially, meaningless. Naturally, such a sequence does not suit Azerbaijan. Baku demands that provisions containing territorial claims by the Republic of Armenia against the Republic of Azerbaijan be removed from Armenia’s Constitution prior to the signing of the peace agreement. Azerbaijan’s position is absolutely fair. Baku is not willing to take risks,” the expert noted.
Mikhaylov also reminded that parliamentary elections will be held in Armenia in 2026:
“Media are already reporting that the Armenian opposition will once again try to prevent Pashinyan from winning these elections. The Armenian prime minister takes this factor into account. He also does not want to hold a constitutional referendum now, fearing waves of protests and lack of quorum. If Pashinyan is supported by Western partners, he might win the elections. However, Armenia needs to understand that if there is no peace with Azerbaijan, and if Yerevan, after Pashinyan’s victory, does not take concrete steps to fulfill Azerbaijan’s demands set by Baku for signing the peace agreement, then Baku’s pressure on Yerevan to make peace may take harsher forms.”
