He noted that the world order project based on the sovereignty of states, international law, and the settlement of disputes through negotiations has failed.
"Contrary to the peaceful wishes of the European countries, the conflicts that have arisen on the edges of our continent do not indicate the return of war, but its continuity as a universally accepted method of conflict resolution," the general said.
According to him, France has several important advantages when it comes to the balance of power and new forms of warfare:
