One of the serious problems of our time is international terrorism, which in a few years has turned from scattered and often conflicting groups of religious fanatics into clearly structured international criminal organizations that use less and less pentolite, creating bloody fury. and the Kalashnikov assault rifle to achieve their goals, but more and more often - the most advanced achievements of the IT field, the effectiveness and results of which are sometimes more ambitious.

Axar.az reports that this was stated by a Russian political scientist, a specialist in the field of international security Vitaly Arkov.

According to him, the problem of international cyberterrorism is very acute.

"The most vulnerable countries are small and economically unstable countries. In order to organize a joint fight against the global threat, the UN Open Working Group on Security in the Use of Information and Communication Technologies (OEWG) was established in 2021 in accordance with the initiative of Russia and the resolution of the UN General Assembly No. 75/240. According to the information on the UN website, the mandate of the OEWG envisages continuing the further development of norms, rules and principles for the responsible behaviour of states in the information space and ways of their implementation, making changes if necessary. formulate rules of conduct against or in addition to them as a priority; review the initiatives of the states aimed at ensuring security in the field of using information and communication technologies; organizes regular institutional dialogue with a wide range of participating states under the auspices of the UN.

In addition, OEWG information security, includes the study of existing and potential threats in the field of information security, possible joint measures to prevent and combat them, as well as how international law is applied to the use of information communication technologies by states. All 193 UN member states participate in the OEWG," the expert noted.

Arkov recalled that the fourth session of the OEWG was held in the spring of this year on the territory of the UN, and this is today the only open and comprehensive negotiation mechanism on the issues of international information security and combating cyber-terrorism.

"In particular, the Russian interagency delegation presented the participants of the OEWG session with the concept of the UN Convention on International Information Security, the project of the Register of Contact Points for information exchange on computer incidents, as well as the overview of information security. The future format of regular dialogue on this issue at the UN. The task is to form an international legal regime for the regulation of the field of information and communication technologies and strengthen the practical cooperation of states through competent authorities in this field.

The proposals were received with interest. A number of delegations expressed their readiness to support them and act as co-sponsors. At the same time, developing countries shared their own useful developments aimed at solving the problems of developing interaction and building up digital potential.

However, representatives of a number of Western countries, primarily the United States, attempted to politicize the discussion and remove from discussion important issues of the militarization of the information space and the use by the current leadership of individual states of the resources of international cyberterrorists to carry out attacks on the information networks of state structures, defence facilities and financial institutions opposed to their aggressive policies of members of the world community,” the political scientist said.

He stressed that representatives of the United States and a number of dependent states are also opposed to the formation of the Register of Contact Points, which should include an organization from each OEWG member state that has the ability to neutralize cyber attacks in its area of responsibility.

“As the initiators of the creation of the Register from the Russian delegation explained, the main task of the organization included in the Register will be, incl. timely response and prompt neutralization of cyber attacks, preventing their successful illegal completion.

Currently, not all countries have organizations responsible for responding to cyber attacks at the state level, and in those countries where they exist, it is not always clear how to send them a request, since incomplete or inaccurate information about them. There are also cases when there are several similar organizations in one country, which raises the question of which organization an authorized specialist should contact to promptly resolve the issue at the interstate level.

All this significantly affects the efficiency and effectiveness of the fight against international cyberterrorism. Attempts to obstruct the formation of the Register of Contact Points and other examples of subversion indicate the combination of a number of political elites of so-called states by the UN OEWG. "Collective West" with international cybercriminals, our interlocutor noted.
