Axar.az reports that this was stated by the former deputy of the Russian State Duma and journalist Alexander Nevzorov while commenting on Baku's decision to impose a ban on Nikolai Valuev's entry into Azerbaijan.

Perhaps Valuev sat on an exposed 380V wire. But the Duma boxer suddenly opened his mouth and, moving his entire skull, for some reason attacked the Azerbaijanis. Kolya’s anger was provoked by the fact that all of them were "not about culture." Baku, which had long been itching to ban someone from the Duma’s terrarium, didn’t miss the chance and declared Valuev "non grata"," he stated.
