Pashinyan decided to once again make a gesture towards Russia, whose position is currently strengthening. As a result, it was decided to postpone the "Eurovote" project for two months and take steps to bring closer ties with Moscow, particularly by issuing a directive to restore interdepartmental relations.

"However, Russia is skeptical about Pashinyan's sincerity, and the delay in the visit of the Chairperson of the Federation Council of the Federal Assembly of Russia, Valentina Matviyenko, is rumored to be related to the desire to test the reality of his intentions and determine the future cooperation with the ever-changing government of Armenia.
According to preliminary agreements, Matviyenko was supposed to visit Armenia at the end of February, but now her visit is expected on June 5–6. Moscow is also waiting for confirmation of Pashinyan's participation in events on Red Square on May 9. Sources in power are confident that he will participate, as he did in 2023, and also at the EAEU summit on May 8, 2024.
In addition, before Matviyenko’s visit, on April 17–18, the Speaker of the Armenian Parliament, Alen Simonyan, will visit Russia to participate in the session of the CIS Assembly dedicated to the 80th anniversary of Victory. Simultaneously, negotiations are underway for a potential visit by the Chairman of the State Duma of the Russian Federation, Vyacheslav Volodin, to Armenia. By May, the opening of the Russian consulate in Kapan is also planned."
