Turkiye is set to transfer 70 M39 ATACMS ballistic missiles and 12 M270 multiple launch rocket systems (MLRS) to Ukraine, along with tens of thousands of cluster munitions.

Axar.az reports, citing Ukrainian media, that the transfer was detailed in a notification submitted by the U.S. State Department to Congress and published in the official Congressional Record on August 6.

The weapons are U.S.-manufactured, meaning their re-export requires U.S. government authorization. The State Department submitted the relevant documents to Congress on August 3, triggering a legally mandated 15-day congressional review period. If Congress does not adopt a joint resolution blocking the transfer during that period, U.S. authorization for the re-export will automatically take effect.

According to the notification, the initial value of the major defense equipment involved was $255.9 million. The document does not specify the price Ukraine will pay for the weapons.

The transfer will include:

- 12 M270 MLRS launchers — capable of firing ATACMS ballistic missiles and precision-guided GMLRS rockets;

- 70 M39 ATACMS ballistic missiles;

- 2,524 M26 227mm unguided rockets equipped with DPICM cluster warheads;

- 47,000 M509A1 203mm cluster artillery shells, which can be used with systems including the Soviet-made 2S7 Pion self-propelled artillery system.

According to the notification, the transfer is consistent with U.S. security assistance objectives. Turkiye is seeking to reduce its stockpiles of outdated weapons in order to redirect resources toward modernization and the maintenance of existing systems, while Ukraine intends to use the weapons to strengthen its offensive and defensive fire-support capabilities.

The weapons are expected to be transferred through Turkish, Bulgarian and U.S. defense and logistics companies acting as authorized exporters.
