US President Donald Trump has ordered a 500% increase in tariffs on goods from Russia and a 100% tariff on goods from the five largest importers of Russian-origin crude oil and natural gas if they knowingly make new purchases of Russian energy supplies on or after October 18, 2026.
Axar.az reports, citing the White House, that the measures are outlined in an executive order issued under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, known as the Graham Act.
According to the order, the tariffs are subject to exceptions provided for in the law and waivers specified in the executive order.
The document also states that Trump has waived the application of certain sanctions, restrictions and duties предусмотрed by the Graham Act, after certifying to Congress that such a waiver is in the national interest of the United States.
Under the order, the US Trade Representative, in consultation with the secretaries of state, treasury and energy, will monitor countries’ purchases and imports of Russian-origin crude oil and natural gas, regularly report relevant activity to the president and recommend further action where appropriate.
Trump said he signed the Graham Act into law on September 18, 2026. The legislation authorizes the president to waive certain sanctions, restrictions and duties if the administration submits a written certification to Congress explaining why the waiver serves US national interests, along with a report setting out the reasons for the decision.
