Ukrainian Finance Minister Sergii Marchenko said Ukraine faces a $32.6 billion funding shortfall as it prepares for a difficult winter amid a sharp escalation in Russian attacks.

Axar.az reports that Marchenko, in an interview with Euronews, said Ukraine had not faced such severe budget constraints since Russia’s full-scale invasion in 2022 and warned that some non-military payments could be delayed without additional support from its allies.

Marchenko said Ukraine is preparing its 2027 budget on the assumption that the war will continue and expects a “very hard winter” amid intensifying Russian attacks.

He also urged European ministers to find ways to use Russia’s frozen assets to support Ukraine.
