Menendez is known for his pro-Armenian position, which remained unchanged during his years in the Senate.

"In August 2007, the administration of then US President George W. Bush withdrew the nomination of Richard Hoagland for the post of ambassador to Armenia because Menendez blocked Hoagland while he was a member of the Senate Foreign Relations Committee. The reason is Hoagland's refusal to recognize the events of 1915 as "genocide". Despite the fact that Turkiye is the first country to start a ground fight against the ISIS terrorist group, the senator called Ankara's actions in Syria "destabilizing". He called for support to the "Syrian Kurds", or rather to the members of the YPG, the Syrian wing of the terrorist group PKK. Menendez actively lobbied the US government to recognize the events of 1915 as "genocide". At the same time, he denied the historical facts showing that both Turks and Armenians lost during the First World War. Turkiye has repeatedly demanded the creation of a joint commission of historians to investigate this issue. On October 15, 2020, Menendez again called for the recognition of the events of 1915 as the "Armenian genocide". In March of the same year, he made a statement against Turkiye, this time criticizing Ankara's purchase of S-400 missile defence systems from Russia, but hypocritically ignored the presence of Russian S-300 systems in the arsenal of Greece, which he lobbied. In March 2020, Menendez made statements against Turkiye regarding the situation in Syria.
"Menendez also criticized Ankara's support for official Baku's steps towards the restoration of sovereignty over the Karabakh region, which is internationally known as the territory of Azerbaijan," the report said.
