The memorandum that Russia presented to Ukraine during the talks in Istanbul was prepared by “low-level people.”
Axar.az reports that Ukrainian President Volodymyr Zelensky said this at a press conference.
According to him, this “memorandum” violates the 1969 Vienna Convention, in particular the law of international negotiations. After all, the third paragraph of that “document” provides for a refusal from international negotiations in the future.
“I emphasize once again that this document was prepared by low-level people. The team conducting the dialogue with Ukraine on the part of Russia is not at the proper level. They not only do not make decisions, but are also unaware of what is happening in international law and Ukrainian legislation,” Zelensky said.
