Three Russian citizens placed on international wanted list

The Prosecutor General’s Office is continuing the pre-trial investigation of the criminal case initiated in connection with public calls for the forcible change of the constitutional order in the Republic of Azerbaijan, violations of its territorial integrity, incitement of national hatred and enmity, as well as public calls to terrorism.

Axar.az reports, citing Аzertac, that the Prosecutor General’s Office stated that: “In the course of the investigation, reasonable suspicion arose that citizens of the Russian Federation — journalist and presenter of the Moscow 24 television channel Ivan Andreyevich Knyazev; Semyon Sergeyevich Uralov, who presents himself as a political consultant and media expert; and Aleksey Aleksandrovich Chadayev, who works as a TV journalist and correspondent and serves as an adviser to the Minister of Transport of the Russian Federation — made calls to use violent methods against the Republic of Azerbaijan, for the forcible change of the country’s constitutional order and the violation of its territorial integrity, as well as to incite national hatred and enmity, while appearing on the “Clarity of Understanding” program on the “Semyon Uralov” YouTube channel on July 14, 2026.

In addition, the named individuals, while expressing views on the use of violent methods against the Republic of Azerbaijan, including keeping certain individuals under direct threat of physical elimination and targeting them for elimination, made public calls for terrorism during a broadcast on the aforementioned channel on August 13, 2026.

In connection with these facts, the Prosecutor General of the Republic of Azerbaijan initiated a criminal case under Articles 214-2 (public calls for terrorism), 281.2 (public calls directed against the State), and 283.2.1 (incitement of national hatred and enmity) of the Criminal Code of the Republic of Azerbaijan. The pre-trial investigation of the case was entrusted to the Investigation Department of the Prosecutor General’s Office.

On the basis of the evidence collected, Semyon Uralov, Ivan Knyazev and Aleksey Chadayev were charged under Articles 214-2, 281.2 and 283.2.1 of the Criminal Code of the Republic of Azerbaijan. As the said individuals are outside the territory of the Republic of Azerbaijan, arrest was ordered against them in absentia, and they were placed on the wanted list.

At the same time, the Prosecutor General’s Office of the Republic of Azerbaijan has requested assistance from international partners in surrendering the suspects.

The Prosecutor General’s Office of the Republic of Azerbaijan assures that it will take decisive legal measures concerning any unlawful acts directed against the sovereignty, constitutional order and territorial integrity of the Republic of Azerbaijan, in accordance with the requirements of national legislation and the international treaties to which the Republic of Azerbaijan is a party,” the Prosecutor General’s Office added.
