On October 10, the Pre-COP29 conference started in Baku.

Axar.az reports that the event held at the Heydar Aliyev Center was dedicated to the topic of "Increasing Ambition and Stimulating Climate Action".

First, the appointed President of COP29, Minister of Ecology and Natural Resources of Azerbaijan Mukhtar Babayev read the address of President Ilham Aliyev to the participants of the event.

Speaking at the opening ceremony, First Deputy Secretary General of the UN Amina Mohammed said that the global temperature is on the verge of increasing above 1.5 degrees and that terrible consequences such as hurricane "Milton" have been observed. According to him, people still have hope because the international community has taken various countermeasures: "COP29 should develop this momentum, turn ambition and commitments into real economic results. In November, we must agree a new ambitious climate finance target that matches the scale of the challenge facing developing countries."

The designated President of COP29, Minister of Ecology and Natural Resources of Azerbaijan Mukhtar Babayev said that the problems caused by climate change cannot be solved within the framework of borders and narrow interests. "We must work together, engage in open and honest dialogue. The session was organized for successful negotiations at COP29. Given the importance of the issues on the agenda, we should agree on them in advance as much as possible.

Nationally Determined Contributions (NDC) documents are a key priority of the COP29 Presidency. Our aim is to stimulate action and developing countries and bring the essence of the problem to everyone. We need to see the changes on possible elements. We must pay attention to laying the foundation so that discussions on other issues can be successful. At the same time, we must take our responsibility seriously, consider deadlines and come up with solutions. We must ensure transparency, accessibility and justice in achieving the goals. We want to complete the work on Article 6 of the Paris Agreement. This is crucial for mobilizing financial and technical resources. Because it will advance our claims and reveal more serious achievements related to the creation of carbon markets. We now think that we need to turn intentions into concrete results. We are creating bridges, but what is required is greater," said the minister.

According to Sultan Al Jaber, Minister of Industry and Advanced Technologies of the United Arab Emirates and President of COP28, in today's troubled and fragmented world, collective efforts must be redoubled to meet the 1.5 degree target and protect those on the front lines of the climate crisis. "The international community should build on the success achieved in Dubai last year at this year's COP29. Financing issues should be discussed at COP29. Finance is the most important issue, was the cornerstone of the UAE consensus. Funds should be directed to support the most vulnerable population groups to ensure their resilience to climate change and to support them in dealing with the consequences," said the COP28 President.

Saying that finance is one of the most important topics on the climate agenda, Simon Still, executive secretary of the UN Framework Convention on Climate Change, noted that COP29 should be a stimulating conference that helps achieve concrete results: "This is the United Arab Emirates last year.

It will help the emirates to implement the commitments made within the framework of the historic consensus and benefit the real economy. It is clear that finance plays a key role in achieving concrete results this year."

He noted that COP29 should also ensure the achievement of ambitious results under Article 6 of the Paris Agreement.

Nabil Munir, Chairman of the Subsidiary Executive Body (SBI), pointed out in his speech that the process of renewing national contributions has already started all over the world.

"We have come to the time when we have to do decisive things about climate problems.

Currently, it is a very important stage related to climate processes. Priority areas should be explored more deeply. COP29 is a platform that provides an opportunity to take a look at the work done in the direction of climate problems and our activities. I urge everyone to take bolder steps in this area. This measure should play a decisive role. People have witnessed the hottest year in the history of the world, and at the same time, the glaciers are melting. I think we should build innovative partnerships," added Nabil Munir.

The conference continued with side events and plenary sessions.

During the event, a Memorandum of Understanding was signed between Azerbaijan and Brazil. The Memorandum of Understanding on the "Baku to Belem (B2B) Climate Partnership" was signed by the chief negotiator of COP29, Deputy Minister of Foreign Affairs of Azerbaijan Yalchin Rafiyev and the Minister of Climate, Energy of the Ministry of Foreign Affairs of Brazil. and Environment Secretary Andre Correa do Lago signed.

The work of the conference will be concluded on October 11.
