The creation of a fake letter in English could indicate that it was intended for publication in Western media.

Axar.az reports that this was stated by Russian political scientist Vitali Arkov while commenting regarding the alleged fake letter written in English from Russian Foreign Minister Sergey Lavrov to Azerbaijan’s Foreign Minister Jeyhun Bayramov.

"There is no other explanation; since Mr. Bayramov speaks Russian perfectly or out of respect for Baku Moscow would have written the text in Azerbaijani. Regarding this letter, we can only speculate about the interested parties in Ukraine, Armenia, France, the USA, and other places. In general, if the level of relations between our countries is this high, why is such a strange letter needed? Lavrov and Bayramov can talk to each other at any time via a closed channel, and the real content of their conversation will be known to a limited circle of people. That’s exactly what the foreign ministers of our countries do,"he said.

According to Arkov, this political provocation aimed to somehow affect the relations between Moscow and Baku:

"The growing number of international partners, as well as attempts to discredit Russia and its leadership in the eyes of the Russian people, are trying to cause mass flight cancellations through doubt and panic. But there was no chance from the start. Firstly, we have special relations based on mutual trust, strategic cooperation between states, and brotherhood and friendship between our peoples. Secondly, both Russia and Azerbaijan trust their national leaders, their decisions, and actions. However, these strong historical bonds are being attempted to be destroyed by those who seek to harm them. We see this not only in the context of Russia-Azerbaijan relations, but also in other events happening in the post-Soviet space. They are trying to separate them not only from Russia but from each other as well. For instance, they are creating artificial tension between Central Asian republics, even between Azerbaijan and Georgia, and between Georgia and Armenia. I haven't even mentioned how certain forces in the West, instead of helping Moscow, Baku, and Yerevan sign a peace treaty, are pushing Armenia into a new military conflict with Azerbaijan."
