I believe that both in Russia and Azerbaijan, there are deputies who express opinions that differ from the official stance of the state.

Axar.az reports that by Russian political scientist Yevgeny Mikhaylov stated this while commenting on the statements made by Russian State Duma deputy Nikolai Valuev regarding Azerbaijan.

"As for Nikolai Valuev, all I can say is that he will surely be reminded of the inappropriateness of such a statement for someone of such a high rank, and appropriate measures will be taken. I don’t even want to discuss directly what he said. Boxer-deputies are like that – they want to say something politically correct, but it always turns out wrong. In my opinion, Valuev is right in one thing: order needs to be restored in interstate relations. But he is wrong in presenting it in such a harsh and politically incorrect manner. Apparently, he decided to stir things up and received a ban on entering the republic. Again, it is clear that we will likely not see him in the next composition of Russian deputies," he said.

Mikhaylov also noted that certain forces are intentionally escalating the situation regarding the AZAL plane crash to destabilize interstate relations between Moscow and Baku:

"As for the closure of the Russian House in Azerbaijan, this also puzzles me. When I visited Baku, I was invited there, and there were many well-known people in Azerbaijan present at the events. In any case, it is important to understand... Russia and Azerbaijan have serious allied commitments, and no one will break them due to temporary difficulties in mutual understanding, such as with the plane tragedy or the closure of the "Rossotrudnichestvo" office. Our nations share a long history, in which there has been much, including the joint fight against fascism and a certain sharp cooling during the collapse of the USSR. Now, we are entering a new world order, and I am confident that our relations will only strengthen in these challenging times."
